“The Postal History of the Universal Postal Union: The Postal Card Worldwide 1869-1974” by James Peter Gough has two long appendices on UPU membership dates, one in date order, one alphabetical.
Under the heading “German Colonies and Protectorates” he says:
“1 June 1887: German Cameroons in membership, followed by other Protectorates 1888-99, 1 Jan 1899; 1 Oct 1907: Split into two memberships: (1) German Protectorates in Africa; (2) German Protectorates in Asia and Australia.”
He gives the following individual dates as well:

Togo 1 June 1888
GSWA 1 June 1888
G New Guinea 1 Jan 1888
Marshall Is. 1 Oct 1888
Zanzibar (German PO) 1 April 1889
G East Africa 1 April 1891
Germany’s colonies 1 Jan 1899 (but some were already members under a different power; e.g. Carolines from 1 May 1877 as a Spanish colony)
