Looking at another catalogue (Die Deutschen Privatpost-Anstalten - Band II by Hans meier zu Eissen) I note that (unusually it seems) the second of the Bremen private postal companies, Privat-Briefbeförderungs-Anstalt, equipped each of their postmen with a number stamp and the cataogue shows a number '22' as an example. I suppose this was done as a way of determining the postman concerned in case of a complaint about timeliness of delivery, anything untoward with contents, or something like that and as you surmise the number must surely have been stamped on the letters at the premises. Just imagine if our posties today had to do such a thing ! It doesn't surprise me that a church would have used the private service as the Reichspost charged 5Pf for a local letter compared to their 3Pf – see attached tariff.
Best wishes
