The postcard rates you quote are correct.
No change to the Austrian printed matter rates was made on 4 April 1938; they carried on in force until 31 July 1938. The Austrian rate was 3gr (2 Rpf) to 10g within Austria alone, and 5gr (3 Rpf) to 50g to both Austria and Germany. The 10g step did not apply to Germany even before Anschluss. After Anschluss one sees examples of 2 Rpf to Germany, but I believe these to be against the rules.
A further complication is the use of 1gr stamps, as these were sold for 1 Rpf, so an item with 3x1gr stamps is likely to be paying a 3 Rpf rate rather than a 2 Rpf rate.
That is my understanding. Anybody else any thoughts?
