I'd hazard a guess that this is another vagary of the inflation era. I have come across a number of peculiar phrases written in the top right corner of inflation mail items in lieu of the correct postage. The phrases don't appear to indicate a specific or unusual usage but rather the idiosyncratic and somewhat over-officious use of antiquated German phraseology oft employed by post-office officials. I would suggest that there was a shortage of stamps of the correct value, that the number of stamps required on that day that were available were too numerous to fit on the postcard or that the card was sent late, caught the final collection but missed the daily price change or somesuch. In these circumstances an offical adhesive would be inappropriate as the mailing was from a private source but some acknowledgement of payment would be warranted to avoid a return. You might be able to throw further light on the matter by checking the rate on the franking date... |
