I find these intriguing as you clearly do.
The theory that someone was just messing about by overprinting cheap stamps is surely disproved by the series on blank perforated labels which would be difficult to perforate privately (albeit fairly roughly). It seems that these must have been separated from whole sheets of the labels. I note by the way that the 'hier fehlt...' overprint is slightly different on these ones – the 'k' in 'Marke' for example, quite apart from the obvious change of colour, and value field in Pfg rather than Rpf.
The theory that they were used as space-fillers for pre-printed albums also falls down I think. Surely the as yet uncovered illustrations on a pre-printed album page serve to show the stamps still missing. Also as far as I can see there was not a 6Rpf (Reichspfennig perhaps rather than Rentenpfennig) value issued until 1932.
I'll throw in another guess. They might have been used by some organisation that produced 'stamps' for its subscriptions or fees which had to be affixed to cards as replacements for any 'stamps' which had later become detached.
I hope someone else can contribute to the debate on this.
