Message: | It was both postal and telecommunications. The attendee nations were Germany, Italy and all those allied to them. Postally, the outcome was that from 1 April 1943 (deferred by one year for some) basic rate letters and postcards between the signatories were at inland rates. Germany had already got more comprehensive bilateral agreements with most of these countries prior to the congress. Please read my article in Germania August 2016.
