Hello Phil,
It says Rohrpost, not Ruhrpost. It means pneumatic mail in german. There was a Rohrpost network in Prague. The broken label at the top left corner, if complete, would say "Mit Rohrpost / Potrubní poštou" (check the attached image). It seems it was sent by a soldier in Prague II district, to another soldier in a different district in Prague (I can't figure out what says after Prag). It seems there was anoter label below the previous one, maybe of a registered letter?. The image with the 8 stamps is the back of the cover?, it looks so different.
The rate of 480 shown there maybe represents this: 300 (registered) + 100 (rohrpost) + 80 (letter up to 20 grams). I'm just using what Michel shows about rates. But maybe someone that knows more about Bohemia and Moravia rates can confirm or correct me.
