These black triangular marks are a postman's '7 day reminder' used on Nachnahme items and in this case a registered item requesting advice of receipt.
Nachnahme items are to be returned to the sender (usually marked 'Zuruck') if the money is not collected by the 7th day after it is first sent out for delivery. Presumably the item illustrated, postmarked 21.08.91, was sent out for delivery to the addressee the following day. The triangular mark with the number 29 (=22+7)indicates that if the item is not delivered and an advice of receipt issued by the 29th of the month, the item should be returned to the sender.
The special Nachnahme card, scan 1, shows a similar mark. The note on the lower part of the left hand side provides space for the postman to fill in details of delivery attempts:

Benachr. Zugef - Notification sent
Frist verlangt - Time limit requested
Nicht eingelöst - Not paid
Verweigert - Refused
The second scan shows the number '-5' indicating the 5th day of the next month.
