The image is of a Nachgebühr Ortsbrief (I think). Franked seemingly correctly at 24 Pf however the Nachgebühr cachet and handwritten '15' in blue crayon confirms this envelope and contents weighed more than 20g and so should have been franked at 32 Pf. But how did the post office official arrive at a surcharge of 15 Pf?
The penalty is meant to be 50% of the underpayment, so I am confused as to why the surcharge was not 12 Pf (8 Pf for the underpaid postage plus a 4Pf penalty).
If the letter is actually a Fernbrief, then the correct rate would be 48 Pf, so the surcharge should be 36 Pf (24 Pf for the underpaid postage and a 12 Pf penalty).
What am I misunderstanding here?
The cancellation is a slogan machine cancel for Hannover 1 (95) dated 28/10/46 - 15, with the inscription "Nur genaue Anschriften sichern guter Überkunft" which I have not seen before in this period. It's a shame it's not a clearer strike. |
